FOCUS
The National Policy Statement on Urban Development Capacity has five main themes: 1. enabling urban growth and development, 2. meeting the range of demands for housing and business lands, 3. enabling a competitive land development market, 4. improving the alignment between land use planning and infrastructure, and finally 5. fostering co- operative roles and relationships between councils.

COMMENTS
The explicit NUP came into effect in November of 2016.

New Zealand NUP does not address a spatial coherent territory that includes a balanced system for human settlement. Cities and towns along the urban, periurban and rural continum is also focussed in the New Zealand NUP.

New Zealand NUP does not address the local fiscal space as SDG.11.a.1 qualifier. Their NUP ensures that local governments have resources to carry out activities at the local level.
